一、中华人民共和国已从世界银行获得一笔贷款，用于支付世行贷款广东省欠发达地区义务教育均衡优质标准化发展示范项目的费用，并计划将一部分贷款用于本次招标后所签订合同项下的合格支付。

投标人的资格要求包括：
1.投标人为独立法人。
2.货物制造厂商已通过ISO(略)国际质量体系认证。
3.对于国内投标人，其所投多媒体平板电视一体机、音箱已取得CCC认证。
4.投标人如果不是所投货物的制造厂商，须提供制造厂商的授权和5年售后服务承诺书。投标人如果不是所投白板教学软件的开发商，须提供开发商的授权和5年售后升级、维护服务承诺书。
5.投标人的合同经验，如下：
（1）投标1个包（合同）的，自(略)年(略)月1日至今，至少成功完成了1个金额不低于人民币(略)万元的合同，该合同项下超过(略)套设备已经交货及安装至少1年。合同的性质和复杂程度应与将要签订的合同相似。

7.投标人的财务能力，如下：

8.售后服务能力要求如下：
投标人须保证，为了履行合同，须在项目所在县（市，区）为用户提供本地化的5年售后服务。合同签订前，应当提供与服务提供商签署的5年售后服务协议。投标人应当保证收到用户服务需求后在2小时内响应，修理和更换不超过2个工作日。
三、招标将按照世界银行(略)年1月颁布、(略)年修订的《世界银行借款人货物、工程和非咨询服务采购指南》（简称“采购指南”）规定的国际竞争性招标方式进行，符合采购指南规定的所有合格投标人均可以参与投标。另外，请注意其中第1.6段和第1.7段有关世界银行利益冲突的政策。
