　　专项签证和通关便利工作是指什么？

　　北京市政府外事办公室为符合条件的外籍商务人士签发5年多次、停留期为180日的专项邀请函。中国驻外签证机关据此审发5年多次、停留期为180日的M字或相应类别签证；申请人可免予采集指纹并可委托他人办理签证，且只收取一年多次签证费用。北京边检总站将对从北京口岸出入境的外籍商务人士提供边检通关便利。

　　The ForeignAffairs Office of the People’s Government of Beijing Municipality (hereafter referred to as the “Beijing Municipal Foreign Affairs Office”) offersa special invitationletterto eligible foreign business visitors,allowing them to apply for a five-year multiple-entry M visa with a180-daystayper trip. Withthis invitation, Chinese visa-issuing authorities abroad may grantthe correspondingM visa (or an equivalent visa type). Applicants are exempt from fingerprint collection and may authorize others to apply on their behalf. Onlythe fee for a one-year multiple-entry visa will be charged. The Beijing General Station of Exit and Entry Frontier Inspection will provide fast-track customs clearancefor the eligible foreign business travelers entering through Beijing ports.

　　专项签证和通关便利工作服务对象有哪些？

　　由符合条件的在京注册企业（以下简称邀请主体）邀请的，需经常来京从事商业贸易活动并发挥积极作用的外籍商务人士，及其配偶和子女。

　　This program is designed to serve foreign business personnelwho need to frequentlytravel to Beijingto actively engage incommercial and trade activities.Their spouse and children mayalsobenefit from this program. Eligible visitorsmust be invited by a qualifiedBeijing-registered enterprise (hereinafter referred to as the “inviting organization”).

　　邀请主体申请需要提交哪些材料？

　　What documents are requiredfrom the inviting organization?

　　邀请主体只能为本企业邀请的来京从事商业贸易活动的外籍人员申请签证和通关便利,具体材料如下：

　　（一）申报表在北京市政府外事办公室官网（wb.beijing.gov.cn）注册填报并生成，邀请主体负责人签字并加盖公章；

　　（二）外籍商务人士护照首页复印件；

　　（三）外籍商务人士首次来京日程；

　　（四）邀请主体出具的邀请函（含中文翻译件）；

　　（五）能够证明邀请主体与外籍商务人士之间存在真实直接正常往来的文件（加盖邀请主体公章）；邀请配偶和子女还需提供婚姻证明和出生证明；

　　（六）邀请主体出具的担保函；

　　（七）邀请主体营业执照。

　　The inviting organization can only apply forvisa and customs clearance facilitation for foreign visitors engaging inbusinessand tradeactivitiesin Beijing upon their invitation. The required documents include:

　　1. Application form to be registered and completed on BeijingMunicipal Foreign Affairs Office’s official website (wb.beijing.gov.cn),signed by alegal representative of the inviting organization and stamped with the companyseal.

　　2. A copy of the foreign business visitor’s passport information page.

　　3. Travelitinerary for thevisitor’s first tripto Beijingunder this program.

　　4. Invitation letter issued by the inviting organization (includinga copy of the Chinese translation).

　　5. Supporting documents provingagenuine and direct business relationshipbetween the inviting organization and the foreign business visitor(stamped with the companyseal of the inviting organization); marriage certificate and birth certificate(s) if the spouse and children are invited.

　　6. Letter of guarantee issued by the inviting organization.

　　7. Business license of the inviting organization.

　　邀请主体如何获得专项邀请函？

　　北京市政府外事办公室审批后，邀请主体在北京市政府外事办公室官网下载专项邀请函。如需纸质版专项邀请函，可前往北京市外事综合服务大厅（东城区青龙胡同1号歌华大厦A座2层）领取。

　　Upon receiving approval from the Beijing Municipal Foreign Affairs Office, the inviting organization can download the Special Visa Invitation Letter fromthe Office’s official website.

　　For those who require a physical copy, itcan also be collectedin person at the Beijing Foreign Affairs Services Hall (Address: 2ndFloor, Block A, Gehua Mansion, No.1Qinglong Hutong, Dongcheng District).

　　邀请主体如何为符合条件的外籍商务人士落实通关便利举措？

　　How can the inviting organizationassist theeligible foreign business visitors in getting streamlined customs clearance?

　　邀请主体需指定专办员报北京边检总站备案，并由专办员为外籍商务人士落实通关便利举措。通过北京口岸出入境的外籍商务人士来京前5个自然日通过邀请主体及时通报北京边检总站，北京边检总站为外籍商务人士提供边检通关便利。

　　The inviting organization must designate a representative, who shall register with the Beijing General Station of Exit and Entry Frontier Inspection, to obtain streamlined customs clearance for the invited personnel.The inviting organization must, at least five calendardays prior to thevisitors’arrival, notify the Beijing General Station of Exit and Entry Frontier Inspection, whichwill then arrange fast-trackcustoms clearance for the visitors upon their entry through Beijing ports.

　　如外籍商务人士申请专项签证和通关便利已获批准，再次申请时，邀请主体申办材料是否会有简化？

　　For inviting organizations that have successful application records, will the documents required be simplified for future requests?

　　北京市政府外事办公室对已经审批通过的邀请主体建立电子台账，对同一邀请主体不同人员申请，免除提交营业执照等材料。

　　The Beijing Municipal Foreign Affairs Office keeps an electronic record of all approved inviting organizations. If the same companiesapplyfor thisfacilitationprogramfor additional individuals in the future, they will not need to resubmit documents such as business licenses.

　　符合条件的外籍商务人士入境中国后可否从事非商务活动？

　　Can foreign business visitorswho came to China under this program engage in non-business activities after entering?

　　外籍商务人士来京目的应从事商业贸易活动。获得专项签证和通关便利的外籍商务人士，来华后如有违法犯罪情形的，将依法依规处理。

　　These visitorsare expected to enter Beijing forbusiness and tradeactivities. Those granted the special visa and customs clearance facilitationwho engage inunlawful activities after arrivalwill besubject to legal action in accordance with relevantChineselaws and regulations.
