3.对投标人的资格和业绩要求
Requirements for Qualificationsand the Past Performanceof the Bidder:
（1）资格要求Requirements for Qualifications of the Bidder
A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognizedby the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall beregarded asinvalidbids.
B.★不接受代理Bid by an agent is not acceptable

The Bidder shall be the manufacturer of theGoodsbeing offered. Any bid by an agent is not accepted.
投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If a bidder participates in the bidding with goods manufactured by itself, the biddershall not authorize other biddersto offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizesother bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

（2）★业绩要求Requirement for Bidder's Past Performance:
(略)年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1个合同的动态脐带缆的供货业绩（供货业绩的制造商必须是投标人），且均满足应用水深不小于(略).6米和脐带缆构型为pliant wave或lazy wave的技术要求。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：(略)
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
如果投标人提供了1）经国家安全生产监督管理局认可的ABS或BV或DNV或CCS船级社所颁发的动态脐带缆符合性证书。和2）由该项目认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》，则无需满足上述业绩要求。
From January 1, (略), to the bid submission deadline (subject to the contract signing date), the bidder shall have at least one contract for the supply of dynamic umbilical cables (the manufacturer of the supply performance must be the bidder), all of which meet the technical requirement of an application water depth not less than (略).6 metersand umbilical cable configuration shall be pliant wave or lazy wave.

If the product offered by the bidder complies with theChina National Offshore Oil Corporation Major Technology and Product First Application Management Measures, the aforementioned performance and supporting documents are not required. However, the bidder shall provide supporting documents meeting the requirements of theChina National Offshore Oil Corporation Major Technology and Product First Application Management Measures. Supporting documents include but are not limited to:
Failure to submit performance supporting documents, or if the submitted performance supporting documents cannot be verified as meeting the aforementioned performance requirements, shall be deemed invalid performance.
If the bidder provides 1) a dynamic umbilical compliance certificate issued by a classification society recognized by the State Administration of Work Safety, such as ABS, BV, DNV, or CCS, and 2) a "Management Certification Notice for the First Application of Major Engineering Technologies and Products in Construction Projects" issued by the project's designated application unit (i.e., the project department of the unit to which the project belongs), then the above performance requirements need not be met.
